PRESS STATEMENT FROM THE KING'S FUND OF THE UNITED KINGDOM

The General Medical Council has announced that it has appointed The King’s Fund’s Chief Executive Niall Dickson as its new chief executive. Niall Dickson will remain at the Fund until the end of the year before formally starting in his new role in January 2010.

Commenting on the appointment, The King’s Fund’s chair Sir Cyril Chantler said: ‘Niall has been a superb asset to the Fund over the past six years. Under his leadership the Fund has raised its profile and strengthened its expertise in shaping policy, transforming services and supporting leaders in the health service. He has brought tremendous passion and dynamism to the organisation and has helped to cement the Fund’s role as the foremost, independent commentator on health care in this country.

‘One of Niall’s most significant legacies will be the strengthening of the Fund’s health care improvement work, which combines expertise in research, policy analysis and leadership to work directly with clinicians and managers to help them drive up standards, deliver better value and bring about lasting improvements in key areas. GMC Chief Executive Officer Niall Dickson : A Brief Biography

Niall Dickson became Chief Executive of The King’s Fund in January 2004 ; and will take up post as the New CEO of the General Medical Council sometime in Early January 2010.

Since he moved to The King's Fund the organisation has led the debate around long-term conditions, pioneered our understanding of the market and choice in health care and commissioned major inquiries, including Securing Good Care for Older People: Taking a long-term view (2006), a review of social care funding chaired by Sir Derek Wanless that led in 2007 to the government’s announcement of a Green Paper on the future funding of social care in England. The following year The King's Fund published an independent inquiry into the safety of maternity services in England, Safe Births: Everybody's business (2008). The King’s Fund was granted a Royal Charter in 2008 enabling it to modernise its governance arrangements.

In 2008 he chaired a cross-party health commission for the Local Government Association (LGA). He also chaired a working group for the Department of Health on the governance of professional regulation. ( To be precise , he was a member of the Chief Medical Officer’s Advisory Group on the future of the General Medical Council ).

Niall is a member of the Cabinet Office Honours Committee (Health), the NHS National Stakeholder Forum, and the ministerial sounding board on social care. He is a trustee of the Consumers Association (Which?) and of the Leeds Castle Foundation, a patron of the children's charity ERIC (Education and Resources for Improving Childhood Continence) and sits on the London School of Hygiene and Tropical Medicine Court of Governors.

He has been awarded honorary fellowships from the University of Cardiff (2006) and the Institute of Education in London (2007) and has been made an honorary Fellow of the Royal College of Physicians (2007) and the Royal College of General Practitioners (2008). He has also been awarded an honorary doctorate from Oxford Brookes University.

Niall was educated at Glasgow Academy, Edinburgh Academy and at Edinburgh University, where he read politics and modern history and, at postgraduate level, education. He taught for two years at a comprehensive school in Edinburgh before joining the policy and research body, the National Corporation for the Care of Old People (now the Centre for Policy on Ageing). From there he went to Age Concern England, first as a Press Officer and later as Head of Publishing.

In 1981 he took over as Editor of Therapy, a weekly newspaper for the allied health professions, and in 1983 was appointed Editor of Nursing Times. During his editorship, the journal doubled its circulation and won a string of awards including, on two occasions, the magazine industry's top accolade 'Business and Professional Periodical of the Year'.

In 1988 Niall moved to the BBC as Health Correspondent and went on to become Chief Social Affairs Correspondent. He became Social Affairs Editor in 1995 where he headed a team of more than 80 journalists covering all aspects of social policy.

At the BBC his day-to-day work was focused on the Ten O'clock News and the Today programme on Radio 4. He has also been responsible for numerous television and radio programmes on health and social issues.

In 1997 he won the Charles Fletcher Medical Broadcaster of the Year Award from the British Medical Association, and in 2002 won a nomination in the Royal Television Society Awards.

He is married, lives in Kent and has three grown-up children.

About the GMC


The purpose of the General Medical Council (GMC) is to protect, promote and maintain the health and safety of the public by ensuring proper standards in the practice of medicine.

The law gives the GMC four main functions under the Medical Act 1983:
 keeping up-to-date registers of qualified doctors
 fostering good medical practice
 promoting high standards of medical education
 dealing firmly and fairly with doctors whose fitness to practise is in doubt.


The GMC ensures proper standards in the practice of medicine by controlling entry to the medical register and setting the educational standards for medical schools. It also determines the principles and values that underpin good medical practice and has the power to take action where those standards have not been met.

The GMC has strong and effective legal powers designed to maintain the standards the public have a right to expect of doctors. The GMC has the power to act to protect patients from harm where any doctor fails to meet those standards, if necessary by removing the doctor from the register and removing their right to practise medicine.

The GMC is a regulator independent of government (as the dominant provider of healthcare in the UK); independent of domination by any single group; and is publicly accountable for the discharge of its functions. It is a registered charity in England and Wales and in Scotland.

The GMC’s governing body is a Council newly appointed in January 2009. The Council is chaired by Professor Peter Rubin who took up post in April. The Council now comprises 24 members of whom 12 are doctors and 12 are lay members. Members are reflective of the following four key interest groups: patients and the public; doctors; the NHS and other healthcare providers; and medical schools and medical Royal Colleges. The GMC operates from offices in London and Manchester and, reflecting devolved government across the UK, has established offices in Scotland, Wales and Northern Ireland to respond effectively to devolution and contribute to ensuring regulation remains appropriate in each of the four countries.

The total staff number is over 550 across all five offices and the total annual operating budget is £85 million. (For an organisational chart with details of the GMC executive structure please see Appendix 2.)


The work of the GMC

Registration and Revalidation
Registration is a key part of the GMC’s work. Doctors must be registered with the General Medical Council to practise medicine in the UK and over 40 doctors are registered everyday with the GMC. The GMC's duty is to protect the public interest by keeping up-to-date registers of qualified doctors, with the aim of ensuring that all registered doctors maintain the standards the public and the medical profession expect.

The GMC has also been working with others to develop proposals for the revalidation of doctors, the process by which doctors will, in future, demonstrate on a regular basis that they remain up to date and fit to practise.
Revalidation has three aims:

 To confirm that licensed doctors’ practise in accordance with the GMC’s generic standards.
 To confirm that doctors on the GMC’s specialist register or GP register continue to meet the standards appropriate for their specialty.
 As a backstop to identify for further investigation, and remediation where appropriate, doctors whose practise is impaired or may be impaired.

The first milestone towards implementing revalidation will come in the autumn of 2009 when the GMC will introduce licences to practise. All doctors will be required by law to hold a licence if they wish to exercise the privileges currently reserved for registered medical practitioners (such as prescribing medication and signing death certificates).

The plans for implementing licensing and, in due course, revalidation are well underway and rigorous and extensive piloting of the new arrangements is now beginning across different practice settings across the four countries of the UK to ensure that the proposals are efficient, effective and fit for purpose. The GMC is also working very closely with the medical profession, the Royal Colleges, employers and patients.

Dealing with complaints

The GMC has the power to issue a warning to a doctor, remove the doctor from the register, or suspend or place conditions on a doctor's registration.

The GMC deals with complaints by investigating cases to assess whether they need to refer them for adjudication. The GMC investigates around 1,200 cases each year.
Adjudication consists of hearing those cases that have been referred to a Fitness to Practise (FTP) panel. The Fitness to Practise Panel hears evidence and decides whether a doctor’s fitness to practise is impaired. Fitness to Practise Panel hearings are the final stage of the procedures following a complaint about a doctor.


Education

The GMC has a statutory role to promote high standards and co-ordinate all aspects of medical education. It does this through setting the standards and outcomes for basic medical education in the United Kingdom including both undergraduate and post-graduate medical education.

The GMC works with UK medical schools that issue UK primary medical degrees to set standards for the knowledge, skills, attitudes and behaviours that medical students should learn.

In 2008 the Secretary of State for Health announced that the Post Medical Education Training Board (PMETB) would merge with the GMC, following a recommendation from Sir John's Tooke's independent inquiry into Modernising Medical Careers. The merger aims to build on the strengths of both bodies, while securing gains from the single oversight of all stages of medical education and training. The formal transfer of functions is expected to take place in April 2010.

The GMC is also responsible for promoting high professional standards so that doctors can keep up to date; this includes continuing professional development guidance. The guidance sets out the principles on which continuing professional development should be based, and the roles of the relevant organisations involved in its delivery and quality assurance. This will be one of the criteria for the NHS appraisals and revalidation with the GMC.

Ethics

The GMC also has a statutory role to provide guidance to doctors on medical ethics. The GMC produces documents on core guidance on which good practice is founded and also guidance on how to comply with the principles.

The role of Chief Executive

Working with a new Council and Chair; the Chief Executive will lead the GMC as it delivers significant and fundamental change to medical regulation. The introduction of licensing and revalidation will underpin far reaching changes to medical regulation in the UK and be central to the GMC’s strategic plans.

Alongside revalidation the post-holder will lead the GMC in meeting its strategic aims in its key functions: education, standards, ethics, fitness to practise and registration. In doing this the Chief Executive will play a pivotal role in shaping and communicating the GMC’s vision while engaging successfully with all key interest groups – patients, the profession, government, employers and educators.

The Chief Executive, whilst working closely with the Chair, leads the executive in delivering the GMC’s statutory duties to protect, promote and maintain the health and safety of the public by ensuring proper standards in the practice of medicine.
The Chief Executive’s remit is to deliver a regulatory system that is independent, fair, efficient and effective, and that contributes clearly and visibly to raising standards and enhanced patient safety. It is also crucial that the Chief Executive implements and develops a strategic vision of how these systems will develop and change to meet future requirements.

The Chief Executive is accountable to Council and is also the Registrar of the GMC, fulfilling a statutory duty to maintain the accuracy of the medical register.
The Chief Executive is also accountable for delivering a wide range of complex services to the highest of standards. Central to the role is the personal accountability for delivering and reporting on both the GMC’s annual business plans as well as the organisation’s strategy.

" As previously stated , I would never (ever) ordinarily defend the Institutionally Racist London Metropolitan Police Force ; in any manner ,way, shape or form.

Medical Licensing Commission (MLC) Boss , Professor Joseph Chikelue Obi , is said to be exceedingly impressed by the way in which an Ethnic Minority Doctor ,Dr Muhammad Siddiq , sensationally dismissed his allegedly inept Barrister during a highly controversial GMC Hearing and furiously stormed out ; after he was denied an Adjournment in which to find a New Lawyer.

Although Professor Joseph Obi is said not to endorse the globally publicized Human Sexuality Opinions which are currently being attributed to Dr Siddiq ; the MLC Chief Regulator seems to have been exceedingly happy with the exceptionally entertaining manner in which the Embattled Islamic Doctor publicly gave the GMC a thorough piece of his mind ; while making his highly dramatic exit.

Before leaving, Dr Siddiq boldly told the General Medical Council Panel in Manchester:

"I am in no position to represent myself and therefore I think that it is only appropriate that the panel make allowances for this by granting a reasonable time of adjournment.

It disappoints me greatly that this long and arduous journey in the hope of receiving the right to a fair hearing has come to an end by the panel's decision.

I have little or no option but to take no further part in proceedings and now request leave from the panel."

Apart from that , a spokesman for the Department of Health has now publicly confirmed that : “The title of Doctor is not a protected title, so you don’t have to be a Medical Practitioner to use it.”

Dentists claim the right to be called 'Dr'

Dentists are demanding the right to call themselves by the title 'Dr', giving them the same privileges as their counterparts in other European countries.

But the call has sparked a row with medical doctors, who complain that, while highly qualified, dentists could mislead patients about the extent of their expertise.

Although not banned from using the term, dentists can face penalties if it is judged that they are not being clear enough about their qualifications.

Earlier this month the Advertising Standards Authority (ASA) ordered a dentist to stop calling himself 'Dr' in his advertisements, unless he had a medical qualification or a PhD.

But dentists insist that more widespread use of the term would not confuse patients and would bring Britain into line with the rest of Europe, where it is commonplace.

"We believe that dentists should be permitted to use the courtesy title 'Dr' should they wish and provided that it is not done in a way which might mislead patients as to their qualifications," said Peter Ward, the chief executive of the British Dental Association (BDA).

"The General Dental Council has no objection to the title and its use is becoming widespread," he added.

"In virtually all other European states and other English speaking countries throughout the world dentists are given the title and we support harmonisation with professional colleagues from overseas."

Calling dentists 'Dr' could even remove confusion for some patients, he claimed.

"Many patients in this country, both UK nationals and those from abroad, address their dentist as 'Dr' and many dentists and patients from abroad are confused by the fact that dentists in Britain are not referred to by the title," he said.

The number of dentists from abroad has grown in recent years, as professionals from across Eastern Europe in particular have flocked to Britain, where their skills can earn much higher salaries than in their home country.

Last month it was reported that dentists from Hungary were to begin touring Britain in inflatable tents offering their services to patients struggling to find an NHS dentist.

But Dr Jonathan Fielden, chairman of the British Medical Association's consultants committee, called for dentists to be banned from using the term, to protect patient safety. "Patients have a right to clarity and to be secure in the knowledge that the person treating them is competent and qualified to do so," he said.

"Certain titles can sometimes mislead patients into thinking people are medically qualified when they are not.

"We think it's important that patients can establish whether or not the person treating them is medically qualified.

"The title used by the person treating them is thus of crucial importance."

While dentists are not prohibited entirely from calling themselves Dr, the ASA says that to do so without also making it obvious that they are not doctors is a clear breach of advertising laws.

The latest case, involving a dentist in Knutsford in Cheshire, is not the first time that the ASA has enforced similar rules.

The authority warned the clinic involved not to use "Dr" in their ads again unless the practitioner was medically qualified or held a doctorate.

"It is important to protect consumers from being confused about what the term doctor means," a spokesman for the ASA said.

"Dentists are not prevented from using doctor entirely, but it is about the way that they use it."

A spokesman for the Department of Health said: “The title of “Doctor” is not a protected title, so you don’t have to be a medical practitioner to use it.”

He added, however, that there was a provision in the Dentists Act 1984 which prevented dentists from using any title or description to suggest a qualification that they did not posses, but said that it was up to the General Dental Council to enforce that rule.

Professor Joseph Chikelue Obi backs the use of 'Doctor' Title by Qualified Dentists and Dental Practitioners . . . Warns of Medical Comeuppance . . .

GMC Opposition Leader and MLC Boss Medical Licensing Commission (MLC) , Professor Joseph Chikelue Obi , has publicly stated that Qualified Dentists have exactly the same right to call themselves 'Doctor' . . . just like their Medical Counterparts.

Reacting to News that the UK Advertising Standards Authority (ASA) has barred Dentists from using the word 'Doctor' in their Promotional Materials, Professor Obi said:

" The Term Doctor (which had it's origins in the Latin Verb 'Doceo' meaning 'to Teach or To Mentor') was used for very many generations for Multidisciplinary Academic Professionals (of Top University Standard) , long before Physicians were even college-educated.

A Revolutionary Bunch of Snobby Physicians literally hijacked the 'Doctor Title' sometime in the 14th century even when they were still Trained via an Apprentice Licentiate System.

So , for Medical Practitioners to now claim that they should be the only people allowed to use that designation is absolutely absurd (to say the very least).

The General Public are highly well-informed these days , and will clearly understand the various differences in Clincial Roles if Professionals clearly introduce themselves properly and if we do a good job of explaining who we are and what services we provide.

For example , I could say , My name is Joseph , and I am an Alternative Medicine Doctor. I could also describe myself as Doctor Joseph Chikelue Obi - a Consultant in Evidence Based Alternative Medicine.


The recent ASA Ruling in relation to Dentists is Fundamentally Flawed , and I hereby advise all UK Dentists to defiantly drag the Advertising Standards Authority through every Named Court on the Planet .

Dentists all over the world universally use the 'Doctor' Title ; and it is exceedingly foolish for the ASA to bullishly attempt to demean the Dental Profession , via such a highly uninformed decision.

While the General Dental Council of the United Kingdom (and the British Dental Association) are gracefuully ruminating on this issue , I would hereby like to assure all Dentists in the United Kingdom that the Medical Licensing Commission fully recognizes Dentists as 'Teeth Doctors' , and will continue to do so irrespective of the ASA Ruling.

In addition to that , all Dentists in the UK who wish to Register with the Medical Licensing Commission , are perfectly free to do so - with immediate effect ; thus appropriately making them lawfully eligible to additionally avail of the Brand New Alternative Medicine Doctor Prefix Designation Title in addition to their conventional 'Doctor' Honorific.

So the person who should really be responsible is the BBC Manager who permitted the comments to be publicly aired - and not the Highly Apologetic Comedians (Ross and Brand) . . . who were simply just Clowning Around."

General Medical Council President Graeme Catto technically fired from Office . . . Ordered to vacate the GMC by the 1st of July 2009.

It is announced that current General Medical Council President , Professor Sir Lord Dr Mr Graeme Catto MD FRCP , has been technically fired from the General Medical Council , with effect from the 30th of June 2009 ; to enable a far much more reputable Individual to ethically take over the GMC Presidency.
